１２月６日　さいたま県警の元幹部でさいたま市警察部長（警視正）まで務めた警察ＯＢの田中三郎氏（６０歳）が、埼玉県県政記者クラブで記者会見を行って、元埼玉県警察学校長等 を 業務上横領の疑いでさいたま地検に告発したことを明らかにした。
　
記者会見には、「明るい警察を実現する全国ネットワーク」の代表で田中氏の代理人である清水勉弁護士と同ネットワークの会員で「市民の目フォーラム北海道」代表の原田宏二が同席した。
　
埼玉県警察学校の学生と教職員の任意団体「校友会」が、構内の売店業者から売上金の３%を「助成金」名目で上納させていたが、告発状によると田中氏の前任だった平成１６年当時の校長（警視正　既に退職）は、庶務・厚生担当事務官（警部級）に「助成金は、当時の副校長（警視）に渡すよう」に指示し、平成１６年４月から１２月までの間の「助成金」計約１２５万円を「校友会」の出納帳に記載せず、

警察学校長に着任して、犯罪を取り締まる警察官のイロハを教えるところである警察学校に不正経理があることを知り愕然とするとともに、警察幹部として求められるルールに従って、警察本部長（警視監～キャリア）、警務部長（警視長～キャリア）等の県警上層部に報告したが、ことごとく無視され、改めて警察の自浄能力の無さと隠蔽体質を知らされる。
　田中氏は、こうした県警上層部の態度は、警察改革に逆行するものであると考えた。
　そして、警察が自浄機能を発揮することが無理ならば、本件事案の真相を明らかにする唯一の手段は司直の手にゆだねる以外にないとの結論に達し、平成２０年の定年退職を待たず、職を退いた上で告発をすることにした。
　以下、田中氏の説明や当時の新聞報道からその経緯を追ってみよう。
１　使途不明金を知った経緯について
　警察学校では、平成17年3月22日付けの人事異動で、校長、副校長のほか、新設された庶務・厚生担当調査官（警視級）が新たに配置となり、庶務･厚生担当課長補佐（警部級）も交代となったことから、引継ぎ書類の点検や所掌業務の把握の過程で、使途不明金の存在が判明した。
　また、田中氏と前校長（元警視正、既に退職、被告発人）との事務引継ぎが警察学校校長室で行われた際、校内の売店から「助成金」を受け取っていることを知り、国家公務員倫理法で利害関係者からの金銭等の授受が禁止されていることもあり、田中氏は警察学校内で売店を営む業者から金銭の提供を受けることがあってはならないと判断し、早急に是正することを決意し、即刻、売店業者からの「助成金」の提供を辞退したという。
２　田中氏が講じた措置等
　田中氏の説明によれば、当時、警察学校長として、次のような措置を講じたという。
（１）　校友会の収入金については、前記の使途不明金を除き、いずれも校友会収入として金銭出納帳に記載され、いずれも支出の経緯及び領収書等の証拠書類が保管されていることなどから、単に帳簿記載上の単純ミスではなく、上級幹部がかかわる非違事案に発展する疑いが認められた。
（２）　本件事実を認知した後の平成17年3月下旬に、学校長から非違事案を調査する首席監察官（警視正）に電話速報するとともに、副校長等が同年7月末までに、少なくても４回にわたり、関係書類を本部に持参して事実関係を報告したほか、学校長自らが警察本部長、警務部長ほか関係部課長に口頭報告を行い、事実関係の調査を依頼した。
　しかし、その後においても、本部の対応が不明であったことから、平成17年9月26日、首席監察官に調査状況を確認したところ「上司の指示でそのままにしてある」との回答があったため、このままでは、後々県警の対応について非難を受けるおそれが懸念されたことから、再度、県警として適切な措置をとるように要求した。
　その過程で「これを調査したら北海道警のようになってしまうが、それでもいいのか」と詰め寄られる場面があったという。
　　さらに、平成17年10月25日に、８月１２日付けで交替した新警察本部長に対して事案の概要を報告したが、その後においても本部の調査の進捗状況は不明のまま推移した。

原発４０基、詳細点検せず＝配管腐食、再稼働の川内・伊方も－電力各社

　運転中や運転可能な全国の商用原発４２基のうち４０基で、重要設備である中央制御室の空調換気配管の詳細な点検が行われていなかったことが１４日、原発を保有する電力９社と日本原子力発電への取材で分かった。中国電力島根原発２号機（松江市）の換気配管では腐食による穴が多数見つかっており、事故が起きた場合に機能を維持できない恐れがある。
　中国電は昨年１２月、運転開始後初めて島根２号機で配管に巻かれた保温材を外し、腐食や穴を発見。必要な機能を満たしていないと判断し、原子力規制委員会に報告した。
再稼働した九州電力川内原発１、２号機（鹿児島県）や関西電力高浜原発３、４号機（福井県）、四国電力伊方原発３号機（愛媛県）の点検でも保温材を外していない。点検方法は各社の判断に委ねられており、規制委は全国の原発の実態を確認する。
　中央制御室は原発を運転・監視する中枢施設で、運転員が２４時間常駐する。通常は配管を通じて外気を取り入れ換気するが、事故発生時には外気を遮断し、機密性を保つ機能が求められる。
　原発を保有する各社によると、島根２号機と北陸電力志賀原発１号機（石川県）を除く４０基で、保温材を外さないまま配管の外観点検が行われていた。４０基には東京電力福島第２原発の４基も含まれる。外気取り入れ口付近の目視点検や異音検査などが実施された例はあったが、配管の保温材を全て外した上での目視確認は行っていなかった。
　４０基の内訳は

皆さん、こんにちは
私の話は２つありまして
１つは癌っていう病気、日本人が今、一番多いらしいんですけど、
これは本当は簡単に治る病気なんだ、って事が伝えられればいいかな。
これが１つ。もう１つは、じゃぁどうして治らない癌治療が、
「治療」って私は、呼んでいないんですけど、インチキが、
堂々と30年も、40年もなされているのか、っている所も、説明できればと思います。「ガンは5年以内に日本から消える！」という本を、
3年半前に書かせて頂きました。3年半経ってみると、どうも現状はそうではない。なと。でもなんか実感でですね、「この国が急速な勢いで変わりつつあるんじゃないの？」という印象は持っているんですね。
ここに今、いらっしゃるコウムラさんが、5年前ですね、2011年の9月7日、2ヶ月間、咳が止まらなくなって、眠れなくなりましてですね、
それで病院に担ぎ込まれた。
この白い点々がありますけれども、この白い点々が転移ですね。癌の。
この方、子宮癌、8センチだったんですね。白い点々、これ(その癌の)転移。
これを見たお医者さんは、「１週間か2週間で亡くなる」って言われたそうです。「遅くとも、長くとも一カ月で死ぬよ」って。
で、私の話を後の方で５、６回聴いて下さった後に、
息子さんがですね、名古屋に飛んで帰って、ある治療をしてくれた。
そしたらですね、これが3ヶ月後にこうなった。(白い点々が)消えている。で、子宮癌も8センチが2センチになった。これが6カ月後ですね。
体重が15キロ減ったのかな。で、こんなになった。脂肪が減ってますでしょ？で、こういう例は、この方だけに起こった例ではない。

治る治療やれば必ず治るっていうのは、この(癌)病気。
私達は(治るのに)２、３ヶ月とみてます。遅くとも3ヶ月以内に治るだろう。どんな癌でも。
ただし一つ例外があって、抗がん剤、放射線をとことんやっちゃった人は、ちょっと難しいかもしれない。２、３ヶ月ではね！
ただ、死なないと思いますよ。やってればね、ちゃんと(治療を)。
で、結核患者に癌はいません。
どうして結核患者に癌はいないかって言うと、体温が高いからです。
(結核患者には)37度5、38度の微熱があるんです。
癌患者は例外なく35度台の体温なんです。
どうして低体温になるか分かりますか？
私達の体は細胞で出来ている。60兆という膨大な量の細胞。
それぞれの一個一個(の細胞)が栄養失調が癌患者なんです。
栄養失調ですから熱を作れません。だから低体温なんです。
そこんとこが分かると、「あっこの病気を治すの簡単だ！」って
分かります。皆さん、低体温の人は気をつけて下さい。
ここに癌があるって見付ける検査、これを「PET検査」って言います。
PET検査(Positron　Emmission　Tomography)
どういう検査かっていうと、ブドウ糖に光る物質をくっつけて、点滴して、一時間後にここの光る物質が集まるんです。

そこに転移した癌とか、それから一つの癌が見つかったら、他に癌はないかとか、見つけるためにやります。

なのに抗がん剤、放射線やった後、(摘出)手術やった後、
患者は一時的に食べれなくなりますよね。
その時にブドウ糖を点滴でやる。
(患者は)「えっ！これブドウ糖ですよね！？癌のエサじゃないですか？」
って訊くと医者は何と言います？
(医者は）「あ、これは脳の栄養ですよ」って言うんですよね。
そしたら皆さんはどうします？そこで思考ストップ。
(患者は)「あっそうですか、じゃぁお任せします」
どうしてお任せするんでしょ？
(患者は)「私達は素人です。だからお任せするんです」
私に言わせると、「知ろうとしないのが素人だ。」って。
「勉強して来いよ！」って。
自分で癌っていう病気がどんな病気かくらい、勉強してくださいよ。
よく考えない日尾t、これは「思慮が無い人」って私呼んでんですけど。
思慮の無い人は、資料づくりをしない。
だから、知りようが無い。
この癌は簡単に治る。本当は。3ヶ月で。長くても。
ところがどうして3ヶ月、１年、５年って続くんでしょう？
これは、治し方を知らない医者のとこに行っているからだ。
そう思いません？
だってブドウ糖が癌のエサだって、知ってながら点滴しているんですよ？
だから「癌の患者さんにどうしたらいいの？」って言ったら、まず、
お見舞いに、饅頭とかお菓子とか持って来てはダメ！
白い米、白いパン、白いうどん、全部ダメ！
アイスクリーム、プリンもちろんダメ。
ところが、癌のエサがブドウ糖なもんですから、癌の患者は、
甘い物を欲しがるんだね。
「ダメ！」って言ってるのに「先生、蜂蜜はどうですか？」
「先生、なんとかシロップはどうですか？」とか訊くんですよね。
「ダメ」って言ってるのに。3ヶ月ですよ、我慢できるんですよね。
だから私思うんですけど、我慢できる人は治ります。
だから玄米です。
これが戦争です。終戦ですね。この紫色(の線)が癌(の死亡者)です。
10万人あたりの死亡者数です。300って書いてある。だいたい34～5万の数字ですね。
この黄色い線は結核です。
だから結核というのは戦前、すごく死亡率、高かったんです。
それが戦後、急速に死亡率減りました。
これが癌ですね。今、2015年、(年間に)37万人死にました。

癌死亡者は増え続け、2019年のがん死亡数予測は約38万300人。

37万人、去年、癌で亡くなりましたけど、この人は一人も死ぬ必要なかった。

と医者として断言します。私は。
だって皆さん、なんで癌で死ぬんでしょう？治せない医者のところに行くんだもん。治るわけないじゃないですか。どうです？
「先生、私は乳癌だけど、子宮癌だけど、肝臓癌だけど、先生の言う通りやります！抗癌剤、放射線、(摘出)手術やります！何でもやります！私の癌、治るでしょうか？」訊くと医者は何て言うか？
「貴方が助かるかどうか分からない」って言います。「(癌三大治療を）やってみないと分からない」「放射線かけてみないと、25回、30回かけてみないと、極量かけてみないと分からない。手術もやってみないと貴方が助かるかどうか分かりません」
